VACANCY ANNOUNCEMENT - National Project Officer on HIV and Health Education (UNESCO IITE)

·         Policy development and programming

Identify opportunities including new and promising ICT-based solutions for UNESCO’s engagement in policy development and programming within the framework of the UNESCO’s Strategy on Education for Health and Well-Being, relevant national strategies and the UNAIDS division of labour;

·         HIV, health and well-being education promotion

Support UNESCO’s efforts to facilitate delivery of high quality formal and informal including ICT-enhanced comprehensive sexuality, health and well-being education that is rights-based, grounded in evidence, culturally appropriate, gender responsive, participatory and age appropriate and access to youth-friendly services for adolescents and young people including those of key affected populations;

·         School-related violence and discrimination prevention

Build the evidence and advocacy base as well as the capacity of the education sector and other service providers to address school-related gender-based violence, discrimination against people living with/affected by HIV and other structural factors that can contribute to learners’ (adolescents & young people) vulnerability to HIV, substance use and other harms.

·         Supporting UN Cares and working with youth

Ensure UNESCO’s role in UN Cares program delivery to reduce the impact of HIV on the UN;

Serve as UNESCO IITE Youth Focal Point and ensure the participation of young women and men in the policy advocacy and programming, create opportunities for youth capacity building for the transition to adulthood and youth empowerment to drive social innovation.

·         Liaison and partner relations

Liaise, coordinate and build partnerships between government organizations including the Ministry of Education, regional educational authorities and institutions, the national commission for UNESCO, civil society and youth organisations, media, other public and private partners;

Ensure and facilitate UNESCO’s contribution to, and participation in the UN and other joint planning, programming and events organization;

Liaise with UNESCO’s structures, including the Section of Health and Education at UNESCO HQs, UNESCO IITE sections and education sections of UNESCO offices in EECA countries.




Advanced university degree (MA, MSc or equivalent) in social sciences, education, public health or related fields.


•           Minimum 2 years of relevant professional experience as well as professional record in the field of HIV, education or public health;

•           Working experience in a governmental, multilateral or civil society organization;

•           Experience in the development of programming documents, information and training materials and in evidence review and presentation (preferably related to HIV and health education);

•           Experience in working with a range of stakeholders on related issues.


•           Excellent organization and planning skills;

•           Integrity and fairness, cultural, gender, religion, nationality and age sensitivity;

•           Sound knowledge of HIV and health education related issues and experience in developing/promoting ICT-based approaches for HIV/sexuality education;

•           Knowledge on human rights and gender equality approaches to HIV programming;

•           Ability to work with a team and maintain effective working relationships in an international, multicultural and interdisciplinary environment;

•           Excellent written and oral communication skills. Ability to communicate effectively and persuasively, both orally and in writing;

•           Solid computer skills including advanced knowledge of office software and knowledge of database and analytical tools software.


Excellent knowledge (written and spoken) of English and Russian.
