Eastern Europe and Central Asia is the only region where the number of new HIV infections and AIDS-related death are still on the rise: in 2019, an estimated 150,000 people were newly infected with HIV. Despite the fact that the epidemic is mainly concentrated among key populations, national HIV surveillance data in several countries indicate that HIV infections are growing among general population, particularly urban residents and labour migrants. Lack of HIV basic knowledge along with HIV-related stigma and discrimination remains an important barrier for scaling up uptake of HIV testing, including self-testing and treatment. Therefore, reducing HIV-related stigma and discrimination and raising HIV awareness and motivation for self-knowledge of HIV status is an important strategy to reach 90-90-90 targets in the region. Public information campaigns, awareness raising, advocacy works through different online tools proved to be effective in reaching large audience and providing them with comprehensive evidence-based information about HIV prevention, testing, treatment, sexual and reproductive health and non-discrimination of children, adolescents and adults living with HIV.

Regional Cooperation Programme (RCP): Technical assistance for HIV and other infectious diseases prevention in countries of Eastern Europe and Central Asia (Phase III) is implemented in 5 countries of the region: Armenia, Belarus, Kyrgyzstan Tajikistan and Uzbekistan and will contribute to better HIV response and reaching 90-90-90 in the region. The third year of the programme contains several public information components which will be implemented by UNAIDS partners in 5 countries in the region.


Objectives of the assignment

Provide support in the implementation of the communication components of RCP Phase III and RST communication activities in -5 countries of the Programme and RCP cross-cutting regional activities in the Russian Federation.


Scope of work

· Undertake activities to promote media coverage (e.g. major conferences, events, campaigns, interviews, press seminars and other special activities) of RCP activities, initiating pro-active media outreach efforts, disseminating materials and consulting with press on approach/story angle and other information requests, undertaking appropriate follow-up action and analyzing and reporting on the impact of coverage.

· Provide support in production of a specific type or types (e.g. print, broadcast, etc.) of information communications products (news stories, multimedia feature materials on RCP activities, conducts interviews, gathering audio and video material, undertaking digital editing and programming, podcasts and feature stories;

· Facilitate online and offline meetings of RCP Communication Working Group, creation of RCP countries specific work plans in the communication fields (January – December 2021)

· Liaise with key opinion leaders in the RCP countries as necessary

· Support countries in developing campaigns for Zero Discrimination Day 2021

· Support in preparation of the Eastern Europe and Central Asia AIDS Conference (EECAAC), March 2021

· Update and maintain the database of media contacts and journalists for RCP communication liaison and relationship management to ensure the database is thorough, accurate and up to date.

· Coordinate translation of RCP press materials, web and social media content; review, edit, proof-read and format messages related to RCP programme

· Format templates and disseminate press materials in various languages to the media in RCP countries



UNAIDS RST EECA office in particular RCP Program Coordinator and Regional Communications Officer for EECA will provide managerial guidance in the organization of the working process.

The consultant will work at UNAIDS premises and/or online.


Reporting Requirements

Reporting language: English and Russian. The Consultant will be reporting to Regional Communications Officer and RCP Programme Coordinator by submitting the deliverables in the agreed format stating all activities implemented during the assignment. Upon completion of the assignment the consultant will submit final report for approval by the UNAIDS RST EECA Regional Director.



Competencies: Knowledge of the full range of communications approaches, tools, and methodologies essential to planning and executing effective campaign strategies and programmes, e.g. campaign management, media operations, audience outreach, message targeting.

Education: Bachelor’s/university degree in communication, public relations, journalism, social sciences, international relations or relevant field.

Experience: 1-3 years’ experience in communications, media relations, public relations or development field with government and/or international organizations including experience in event management, facilitation of interagency working groups.

Languages: Excellent knowledge of English and Russian.

Other skills:

  • Proven writing and editing skills including in writing press releases, creativity and problem solving skills;
  • Ability to express concisely ideas, concepts in a written and oral form;
  • Ability to facilitate and engage leaders/focal points.
