Main tasks and Responsibilities of the Position:

Under the supervision of the Director of UNAIDS Regional Support Team in Eastern Europe and Central Asia and working in close cooperation with other members of the Regional Support Team, the incumbent will as a Liaison Adviser to the key Russian partners and will:

1. Provide information and advice to the RST Director on major political events and trends in the Russian Federation with potential implications for the HIV response;

2. Identify and develop strategic working relationships with the Russian State, Government and other political stakeholders that are not currently / or not fully engaged in AIDS response in the Russian Federation, but have a strong potential to contribute to it;

3. Reinforce UNAIDS work with the private sector and foundations, including civil society organizations, to strengthen their partnership and participation in AIDS response in Russia;

4. Maintain working relations with relevant national partners involved in regional cooperation and international development programmes, also including the Regional Eastern Europe and Central Asia AIDS Conferences (EECAAC), the Regional Cooperation Program and other initiatives;

5. Represent UNAIDS and promote its work at various meetings, conferences and events organized by cosponsors and/or other stakeholders in Russia, and where appropriate in Eastern Europe and Central Asia;

6. Collect relevant strategic information; compile and disseminate lessons learnt and best practices;

7. Performs any other duties as required by RST Director.

 

REQUIRED QUALIFICATIONS

Education:

Essential: Advanced university degree in public health, international relations, social or political science. A relevant first university degree and 9 years of relevant work experience will be considered as equivalent for internal candidates only.

Experience:

Essential: At least 7 years of progressively responsible professional experience in managing and implementing development cooperation programmes related to HIV and AIDS, including field experience in Eastern Europe and Central Asia and specifically in Russia. At last 5 years of professional experience within the Russian government or equivalent institutions in the areas of policy, legislation, reform, communications, public relations.

Desirable: Extensive experience in working for the UN system or other international organizations.

Languages:

Advanced knowledge of English and Russian. Knowledge of another UN official language an asset.

Candidates must be nationals of the Russian Federation and have professional experience in managing and implementing development cooperation programmes related to HIV and AIDS, including field experience in Eastern Europe and Central Asia and specifically in Russia. Professional experience within the Russian government or equivalent institutions in the areas of policy, legislation, reform, communications and public relations is essential.  Advanced level of English and Russian are required.
